New Proposed Initiatives

(I) Three New Medical College & Hospitals in Govt. Sector- Pawapuri, Bettiah, Madhepura

(III)  Proposed Initiatives :-

Super Specialty Hospitals

    1. Lok Nayak Jai Prakash Narayan Hospital (Ortho)
    2. Rajendra Nagar Hospital (Eye)
    3. Gardiner Road Hospital (Hemophilia)
    4. Guru Govind Singh Hospital (Maternal & Child)

  (IV)   Ultra-Modern Diagnostic Centers: _
In the State, Ultra-Modern Diagnostic Centers in 9 Regional Diagnostic Centre and 6 Medical College Hospitals have been set up.   

  1. Contract awarded to 2 agencies to operate, maintain and report 24-hours centers
  2. Facilities to be provided - Pathology- Bio-Chemistry, Radiology – Digital X-ray, USG, CT Scan, MRI, ECG, Mammography
  3. Agency will provide required  staff, equipment, machine,  logistics and consumables
  4. The agency will ensure installation, maintenance, operation with provision of expert technical staff round the clock.
  5. RDCs  will be handed  over of to agency
  6. The agency will share a fixed % of Gross Revenue with the Govt.
  7. No cost on the Govt. rather government will receive money out of it.
  8. The agency will charge rates for diagnostic services from the patients   as applicable at AIIMS, New Delhi.  
  9. Project timeframe - Ten (10) years

(V)  Bio-Medical Waste Management :-

  1. Hospital Waste Treatment and Disposal Services, in all Health facilities right from Medical Colleges to the PHCs.
  1. Common Biomedical Waste Treatment facility established for Patna Division through a Private Firm.
  2. In remaining 7 divisions PSP being approved through tender. In Muzafarpur M/s SembRamky has been contracted to set up treatment plant in PPP mode. The agency will collect Bio-Medical Waste generated in the health facilities from 15 districts. In Gaya and Bhagalpur M/s Synergy will set up treatment plants and they will collect, treat and dispose bio-medical waste generated in 15 districts.
  3. Biddable item in tender Per Bed Rate incl. consumables.
  4. Agency to provide training to all the health service providers.

(VI)  Drug Testing

  1. For testing of the quality of drugs supply to Govt. Health Facilities four laboratories accredited was the National Accreditation Board for testing and calibration laboratory (NABL) have been selected.
  2. The Drug Controller will randomly take & collect samples from the drug depots.
  3. The collected samples will be sent to the laboratories.  
  4. So far samples of 46 drugs have been send for testing the quality.

( VII)YOGA

  1. State Govt. has initiated YOGA camps for patients as alternate method for treatment.
  2. YOGA instructors are being selected for organizing Yoga Camps in the District & Sub-Divisional Hospitals.
  3. Yoga Camps are being organized continuously for six months.
  4. Every Yoga instructor are being paid Rs. 10,000/- per month.

(VIII)  School Health

  1. Govt. of Bihar has decided to organize Health Camps in all the Middle Schools for regular health checkups of the students.
  2. Each student will be given health cards after checkup.
  3. Pvt. agencies/NGOs/Institutions are being selected for conducting health checkup in the schools.
  4. All the 9 Division Health Qtrs. has been provided Rs.1.00 Cr. for the year 2007-08.

 (IX)   Modular OT

  1. To ensure proper up keep and maintenance of OT Equipments it has been decided to outsource OT equipment to private agency.
  2. Modular O.T. Equipments on Rental Basis will be provided in six Government Medical College Hospitals of Bihar
  3. The OT Equipments will also be provided on rental basis in 25 District Hospital.

 (X)  Mahadalit Health Care

  1. Govt. of Bihar has decided to provide health care to the people living in the Mahadalit Tolas. Who are poorest of poor in the state.
  2. For identifying the Mahadalit Tolas survey will be conducted.
  3. Health Camps will be organized in the identified Mahadalit Tolas. 
Eye Camps will be organized in the Mahadalit Tolas and spectacles will be provided free of cost to the needy people.
