Public Private Partnership (PPP) - Outsourcing of Support Services

(I) Pathology Centres:
In the government hospitals pathology services to the needy patients were not provided efficiently due to paucity of lab technicians and irregular supplies of reagents required for pathological tests. The State decided to outsource pathological services to reputed private labs in order to improve the pathological services in the government hospitals. Two agencies have been selected through tender process. The agencies have set up labs at the District hospitals and sample collection centers at the health facilities below district levels. In the State 407 Centres are operational. More than 4 lakhs tests have been conducted in the last two years.

(II) Radiology:
In the State it has been decided to outsource radiology services in all the government health facilities. About 151 radiology Centres have been operationalsed. The Centers have provided X-ray services to 3.53 lakhs patients in the last two years. Ultrasound Facilities in the District Hospitals and Sub-divisional Hospital are also being provided.

(III) Hospital Maintenance Services:
The support services for the cleanliness of the hospital’s wards and the premises were not up to the mark and the washing of the bed sheets, linen and other apparel were not proper due to paucity of adequate numbers of sweepers and washer- men. Due to recurrent power- cuts the maintenance of the cold chain of the vaccines was also not proper. Similarly the diet given to the indoor patients were not satisfactory. In order to improve the support services in the hospitals the State decided to outsource these services to private agencies and NGOs through tender process. The following support services have been outsourced:
1. Maintenance of Hospital Premises
2. Cleanliness of Hospitals
3. Laundry Services
4. 24 hrs. Generator Facility
5. Diet for Indoor Patients

(IV) Data Centre: At State & District level:-
From State level monitoring is done through State Data Centre on a daily basis through telephones. Detailed reports are being posted on Website of SHSB through internet. Option has been given for receiving Public Feedback on website www.statehealthsocietybihar.org

(V) Generic Drug Shops:
For making drugs available at comparatively cheaper rates to the patients, initiative to set up Generic Drug Shops has been taken. Three Generic Drug Shops are being set up in each of the six Medical College Hospitals; two in each of the 38 District Hospitals and two in other Hospitals.
Fund has been sent to 23 DHSs for construction of Drug Stores. Out of these five drug stores has been constructed.

(VI) Blood Storage Units:
For providing quality blood to the needy patients Blood Storage Units are being set up in 76 FRUs of the State through PPP mode. Out of these 21 units have been opeartionalized by the Bihar AIDS Control Society, remaining 55 units are in the process of operationalisation in PPP mode.

(VII) APHC Outsourcing:
It has been decided to provide 24 x 7 hours services at PHC, for this the available staff at the APHCs has been deployed at PHCs. For providing OPD services, routine immunization and ANC APHCs have been outsourced to private agencies. About 44 APHCs have been outsourced so far, the outsourcing of the remaining APHCs is in process.

(VIII) Drug Availability
(a)Rate Contract for procurement of Medicines has been finalized at State level and the finalized rates have been provided to the Districts
(b)List of Free drug has been expanded to incorporate 33 OPD and 37 IPD medicines in other hospitals.
(c) 107 IPD drug in one hospital in each district.
(d) Indoor treatments to be free in all District Hospitals

(e) Doctors instructed to prescribe only Generic Drugs to patients

(IX) Monitoring & Evaluation:
(a) From State level monitoring is done through State Data Centre on a daily basis. Detailed reports are being posted on Website of SHSB.
(b) For monitoring, officials of the Department are visiting the health facilities.
(c) DMUs have been instructed to adopt PHC to ensure better performance
(d) Evaluation of Free Drug Distribution Scheme & JBSY is being done through third party
(e)Performance Based Ranking of Districts is being undertaken on some selected health indicators.
